 The municipality of Samuil is situated in the north-east part of the Republic of Bulgaria and is included in the administrative unit of the District of Razgrad. The munisipality is located in the Samuil hills with an altitude of 600m. It borders three other municipalities of Razgrad district, including Isperih, Loznitsa and Razgrad and two municipalities included in Shoumen district - Hitrino and Venets. The total territory of the municipality is 250.133 sq. km and includes 14 small villages.
The terrain of the municipality is diverse - in some areas flat, in others hilly. The terrain allows for advanced agriculture. The climate of the territory is moderate-continental climate characterized by significant temperature changes. The average annual temperatures are about 11-12°C. The average monthly maximum temperature is through July (26.2°С/79.2°F), and average minimum is through January (-5.8°С/21.6°F).
The population of the Municipality Samuil is comprised of three ethnic groups, namely: 75% Turks, 14% Bulgarians, and 11% Roma.
Two protected areas exist in the Municipality Samuil, namely: Kolchakovska Koria is a protected area in the land of Harsovo village; its area is 255,000 sq.m. It is a formation of centuries-old trees that have remained from the former specific Deliorman forest. The centuries-old oak trees in Zdravets village have been declared a natural sight, too.
